Kotor is a small town with a compact historic center. You will come ashore on a few dozen meters from the gate. You can perfectly discover everything on foot.

If you want to make a tour along the bay, or visit some places inland, then you should opt for a taxi or a local organized excursion. There is public transport, but the possibilities are limited.
