La Goulette is a port are with not so much to see or do. You can walk around. If you want to visit Tunis or the archaeological sites of Carthage, then there are two good options. You can take a train nearby or opt for a taxi. Also Sidi Bou Saïd can perfectly be reached that way. Some cruise passengers reported intrusive taxi drivers at the exit of the port which make you believe made that taking a taxi is the only way to go.
La Goulette itself has hardly something to offer. The city serves as a transportation hub for interesting excursions in the region. You can choose to visit the capital Tunis located about 15 kilometers from the port. Just a few kilometers away you will find the archaeological sites of ancient Carthage.
